Limited Mobility Vehicle Rules According to the SAAQ

Did you know that it is mandatory to obtain the authorization from the Société de l'assurance automobile du Québec (SAAQ) before purchasing an adapted vehicle for a person with limited mobility? Even having equipment installed to adapt a vehicle requires permission from the SAAQ.

If you have been in a car accident that has left you with a permanent physical handicap, (i.e. you can no longer get in or out of a vehicle or drive it safely), you may be able to have a vehicle adapted to your needs and even get reimbursed for certain expenses. The vehicle adaptation must be recommended by an occupational therapist who is an accedited member of the Ordre des ergothérapeutes du Québec.

You can adapt a vehicle that you use for everyday driving, whether it's a car, an SUV, or a van. It's not uncommon to spot Dodge Grand Caravans modified for wheelchair users. We also sometimes see adapted Ford Transit Connect. However, the SAAQ stipulates that the vehicle must be five years old or less and have no more than 100,000 kilometres on the odometer. It must also be in good mechanical condition.

For people whose disability is not the result of a traffic accident, the SAAQ manages the Vehicle Adaptation Program (PAV) of the Ministère des Transports du Québec. There are certain conditions that must be met, such as intending to use the vehicle for at least five years and being able to provide proof of inspection attesting to good mechanical condition (for a used vehicle).

Financial assistance will be provided for the adaptation of your vehicle if, after verification, the solution recommended by the ergotherapist is appropriate to your needs, meets the criteria of the VAP, and is the least expensive. Modifications must meet Transport Canada standards and comply with the provisions of the Highway Safety Code and its regulations.
